A primary management goal for FY96 was guiding the continued transition in roles of the Facility from providing campaign support for episodic GPS measurements to providing support for installation of permanent GPS stations. The focus in GPS-based research was shifting from periodic GPS measurements to continuous measurements with emphasis on finding less expensive ways to collect more and better data. These competing goals required a significant realignment of Facility priorities and a more distributed approach to supporting projects. Rather than providing direct field engineering support for projects, greater emphasis was placed on technology development and technology transfer. The Web became the obvious communications link to distribute this new technology and capability. The point from a management perspective is that this change in roles required significant strategic planning and careful implementation so as to not adversely impact ongoing project support. The second management priority for FY96 was establishing better communications and an improved working relationship with the GPS research community. The role of the UNAVCO Steering Committee in setting policy and establishing priorities for the operation of the Boulder Facility was significantly enhanced in FY96. Input from the community was broadened through the operation of the Community Working Groups and the second annual UNAVCO Community Meeting held in Miami, Florida in April 1996. Through this more inclusive process, the stage was set for the submission of a community-wide, multi-facility proposal to the NSF by the UNAVCO Steering Committee to enhance support to GPS-based research.
