6.4 Facilities Proposal to the NSF


A major activity of the UNAVCO Community and Boulder Facility in FY96 was the development of the UNAVCO Facilities proposal to the NSF. The Steering Committee assumed primary responsibility for determining the level of resources to be requested from the NSF and which community groups would have a role in the proposal and in providing future GPS support to the Community. The Steering Committee, in an open letter in EOS, invited proposals to be submitted by groups wishing to support the range of activities required to maintain a vigorous, state-of-the-art, GPS support capability on behalf of the Community. Based on evaluations by the UNAVCO Community at its annual meeting in Miami, Florida in April 1995 and further review by the UNAVCO Working Groups and Steering Committee, the following groups were identified as primary participants in the development of the Facilities proposal:

  • Boulder Facility for equipment support, field engineering, training and technology transfer, GPS data management and archiving, and development and testing of new equipment and technology
  • Smithsonian Astrophysical Observatory for research and development related to improved GPS measurement accuracy
  • Massachusetts Institute of Technology, the University of Colorado, and the University of Alaska for GPS data processing software development and community support for training
  • Scripps Institution of Oceanography, the University of Miami, and the University of Texas - Austin for data archiving support

In a proposal entitled Collaborative Proposal: Fundamental Support for GPS Research - UNAVCO Facilities submitted to the NSF in June of 1995, the UNAVCO Community requested funding support for the above listed activities in the amount of $3,310,798. In a review conducted by the NSF Division of Earth Sciences Instrumentation and Facilities (EAR/IF) Program Panel, it was determined that the UNAVCO budget request was not well justified based on the then-known GPS projects being supported by the NSF and that funding should be awarded in the amount of $1,600,000. Further, the NSF stipulated that future years funding would be determined by the review of a UNAVCO annual report which should include a recapitulation of current fiscal year activities and a forecast of GPS projects to be supported by the UNAVCO Facilities in the forthcoming fiscal year. The NSF encouraged the UNAVCO Community to resubmit separate proposals for GPS data processing software development and support, and research and development related to improved GPS measurement accuracy, proposals which were in fact submitted to the NSF in December 1996.
