Governance - Plate Boundary Observatory Standing Committee Charge

The Plate Boundary Observatory (PBO) is a component of EarthScope. UNAVCO, Inc. is a non-profit, membership-governed organization that is to provide the management and oversight for the Plate Boundary Observatory. In keeping with their Bylaws (Article 5, Section 1), the Board of Directors of UNAVCO, Inc. hereby forms and gives charge to the Plate Boundary Observatory Standing Committee. This Committee will report to the Board of Directors of UNAVCO, Inc.

The Committee is charged with the role of advising the UNAVCO, Inc. Board of Directors in overseeing all functions and all aspects of PBO Management. This Committee is to represent the PBO scientific data user community to ensure that the scientific goals of the PBO are met (to the extent possible within fiscal and other practical limits). The Committee will meet at least three times per year to review, in detail, the progress on all aspects of PBO operations, facilities, and contracts. Issues identified, and suggested action items recommended in reports by this Committee will then be communicated to the Board of Directors.

Committee membership may be changed at any time at the discretion of the Board of Directors. Acceptance of committee membership implies a willingness to serve a term of two-years, which may be renewable at the Board's discretion and with the reaffirmation of the member. (For the initial members, one-year terms for half of the members will allow initiation of staggered two-year terms thereafter.) Committee service is voluntary. Committee members must accept the following conditions during their term of appointment:

(1) that they themselves be disinterested in receiving funds for PBO implementation;

(2) that they recuse themselves from any discussion/decisions concerning funding of their institutions; and

(3) that outside of Board meetings, they not disclose any information privy to the Board on discussions or decisions regarding their own institutions (naturally, this would not apply to publicly available information).
